Greenhouse gases are gases in the atmosphere that are alleged to absorb and emit radiation within the thermal infrared range. Annual reports of the amount of greenhouse gases emitted by a facility must be submitted to the EPA by facilities that meet or exceed the limit of 25,000 metric tons or more per year of GHG emissions and suppliers of fossil fuels, suppliers of industrial greenhouse gases, and manufacturers of vehicles and engines (outside of the light-duty sector) regardless of their emission level.

The gases that must be reported are carbon dioxide (CO2), hydrofluorocarbons (HFC), methane (CH4), nitrous oxide (N2O), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases such as hydrofluorinated ethers (HFE) and nitrogen trifluoride (NF3).

Currently, all Facilities required to report under the green house reporting rule are expected to have started collecting emissions monitoring data and complying with all greenhouse gas requirements. Monitoring Plans establishing the greenhouse gas monitoring procedure must be completed and periodically revised as changes to the process occur. Site equipment must be calibrated to meet the accuracy requirements of the new greenhouse gases rule.
