A chemical manufacturing plant had an opportunity to increase their revenue stream by several million dollars per year by shipping a product via barge rather than by pipeline. The company’s environmental staff concluded there was no way to authorize the barge loading without a permit amendment and the addition of costly controls, thereby killing the project due to time and money constraints. The marketing group called in ACS to reevaluate the project based on accomplishments they had seen from us in the past. ACS recommended an additional control on a tank that allowed the entire barge loading project to be authorized under permit by rule and without the addition of controls other than those already in place. ACS also secured the Coast Guard authorization for the existing flare to be used for the control device for this barge loading and delivered the final paperwork to the plant on Christmas Eve, beating their year-end deadline by a week and allowing the site to increase their revenue on existing production by $2.5 million per year.
